	  1043: Corrected the implementation of policy
	  consolidate_cvs_messages. Apparently when it was attempted to
	  configurably enable this feature, that work was defective which
	  resulted in no commit messages issued when the policy was
	  disabled.

	  Windows, too. These libraries may be useful to 3rd party tools
